Buzzing noise in the gear shift linkage.

Alright. So there is this sound that has been coming from the car for a while now. The car has 4500 miles. We found out it was something in the shift linkage. When i move the shifter down slightly, it noise stops. This noise occurs in all gears around 2500 to 4000 rpms. Today, i looked under the hood at the linkage and i found a red Broken rubberband around it. IT seems like the noise is coming from a vibration.

Does anybody know of this problem or if there is a service bulletin or fix for this?

Bump.
