Bluetooth: anyone out there know how to use a Tech-2?

Bluetooth: anyone out there know how to use a Tech-2?

I'm trying to upgrade my 2009 XFE to factory bluetooth. I've already changed out the steering wheel and the car now tells me that I have bluetooth as an option. The car came with CIM part number 25983684 from the factory. This is the new Gen 8 onstar module. A Cobalt SS uses CIM part number 25983683 and has bluetooth. Since the parts are only one number and $30 different in price, I think its likely they are interchangable.

Can you use the Tech-2 to program the new CIM for the car? How do you transfer information like my Onstar subscription and XM radio number over (assuming they are stored in the CIM)? Does anyone know the normal procedure for replacing a CIM?

I went and taked to a tech at the dealership today and all he could really tell me was that Onstar is like a cell phone and it has to be activated by the Onstar people, not him. That didn't help me very much, so I thought one of you guys might know.
