brake lights inop

For who all knows brake syste, my brake lights don't illum when I step on the brake but blinkers work. Now I'm thinking it could be the brake light sensor on the pedal. Does anyone know any other causes? Fuses are good btw

Did you notice this with the car on or off? With the car off some of the brake lights don't light up like most cars do.
