It makes automatics shift harder/faster. You can feel it when you go from 1st in to 2nd really well.
A tune is allot better but if you can't afford to get it tuned/ can't find someone. Its a cheap alt

I have one installed in my 2.4, I like it a lot. I decided to get it cause I don't plan on spending money on a tune untill I actually need it, all I have right now is the shiftplus and an injen CAI. I didn't splice the wires because I know I'd eventually take it off so I just cut back some of the rubber covering around the wires and set it up that way (I didn't want to cut wires). And think of it this way, a tune is definatly better but seeing your mods I'd wait untill you at least have a full exhaust or something.

The Cobalt's autotranny has an electronic pressure control valve -- the B+M shift-plus increases the tranny's internal fluid pressure by altering the signal to the electronic pressure control valve to make it shift harder.
It's well worth it. You're only taping into 2 wires, it's not gonna destroy your car. If you wanna go back to stock just take it off and tape over where the connections were made with electrical tape.
