The cobalt has an intake and an intercooler but no tune... Is that safe? Or should I stay away?

I have an intake but no tune and I seem to be fine. Other people on here mentioned it's ok to have with out a tune, but you won't get any gains because of "learn down". Where your car will always adjust back to stock horsepower. So in order to take advantage of the intake and intercooler you would need a tune. But atleast the intake sounds cool when switching gears! 😉
