My understanding is now adays all steering is electronic in all cars. Its electronically assisted steering. When you car stalls or what ever you basically have to turn the wheel really hard to get the wheels to move. Its much easier while the car is in motion then when you are stopped.
I think what you heard about the cobalt is its Speed porportional steering.
This is as you increase in speed the steering curve adjusts. So when your going 148 mph and you move that steering wheel it will take a much more of a turn to move then if you where going 10 mph.

If you mean "electronic steering" as far as the Cobalt is concerned you are probably refering to "electric assist" ..... The cobalt uses an electric motor for the steering assist.... Typically steering assist is done with a power steering pump run off the engines drive belt or belts.... Uses the pressurized fluid to help move the power steering rack...
If you want to know what it's like when the electric steering fails, drive down a road you wont have to stop suddlenly, cruise at about 30mph, push the clutch in, and turn your car off like you were getting out. All the power equipment will shut off and you can feel the steering without the electic motor.
Yep, Electronic steering uses a large motor instead of a pump powered by the accessory belt. One plus is that it frees up some HP since there is no pump drag.
As for emegency situations, if the engine stalls the steering still works.
