Umm, no it not The only way you can have blue or red lights on your car, other then taillights, are if they're on the bottom of the car. Red fogs are 100% illegal in Ohio.

Red lights are illegal everywhere as far as I know
red lights cant be aimmed towards someone. reason for this is because emergency vehicles have red lights. trust me id have red halos and leds if it wasnt illegal.
