SS/SC Open/Close downpipe

Hey guys. I've been debating on changing my downpipe to be able to open and close it, and was wondering how I can do it? If I can buy one like it or how I would do it custom?

You talking about installing a throttle body like device in your downpipe? Or are you talking about something else?
