Way too much for a salvage title. 5-6.5 is more like it.
If he does not like it, tell him to try trading it in. Most reputable dealerships won't even touch salvage titles anymore, and many will not perform recall repairs on them either.

If i bought it is it safe as long as the frame and all mechanical parts are ok? I mean if i bought a none rebuild for 10 and traded it in later with 140k miles. not like its really going to be worth much more in 4 years?
a non salvage title will still be worth more in 4 years that one that is salvage, if that car was another 5 years older and over 150 thousand miles it would be worth more as scrap. salvage titles ruin resale. you could have the nicest car in the work and becuase its salvage no one wants it.
ending up selling this for 7700, with 70k miles on it

For what it's worth OP, I currently drive and rebuild salvage vehicles. In fact, I'm working on an 06 SS/SC with 90k that's going to be my daily driver. As long as the car was put back together right, you should have no problems at all. That said, owning a high mileage vehicle, it's good to be handy with a wrench.
Good luck with your buy. I'd lower it down to 6,500$, then hell say thats too low 7,500, then you say 7,000, deal and good buy.
This! Plus check how many dents/dings it has. I got a hail damage cobalt myself but has a clean title. I asked for a PDR quote it's 150$ each panel up to 3 dings/dents. My hood is way too bad so I'm just gonna replace it fully, it sells for like 120-190$ on junkyards. Parts like roof/doors/etc can't be replaced so check on those that they don't have many dents. Mine has barely 3-4 on trunk, 1-3 on body and 3 on roof. The hood has like 15 haha

I feel like that's somebody's on here. Anyways, way too much for that salvage title.
It LOOKS clean. Get a Carfax and negotiate, but there are definitely balts around the area with a clear green title.
