Question Throttle Position

Ok So yesterday, I take my throttle body out, to clean it. It wasnt really all that dirty, but oh well. Cleaned it, reinstalled it. Then I watched the Postion on my interceptor gauge as I pushed the gas makeing sure it worked before starting the engine.
Well I noticed that i would not go past arround 89 or so %

Whats up with that?? If the pedal is on the floor, shoudlnt that give you 100%??
There was no dead zone at all, it kept moving up slowly as i pushed the gas down
slowly, until I got to the floor, and it was at 89 (or abouts) % (less then 90)

For whatever reason it is, you will not reach 100% on the gauge. Everyone complains about the same thing.

But does the throttle valve ever go completly open? Even when gas is pushed all the way then?

I heard it took awhile from the time you floored it to the time the throttle was fully open, like a couple seconds. But I don't have an aftermarket gauge so i'm not sure if this is the same or not
