What is that padding stuff inside the splash shields in wheel wells?

What is that padding stuff inside the splash shields in wheel wells?

I have an 06 cobalt.

Was driving and heard a HUGE noise like something hit the car. Got home and discovered a slight ding in the fender with some scratches. It must've been a rock or tree branch that hit it.

Anyways I was trying to pull the plastic splash shield off around the wheel well to get in behind the fender to pop the ding out and discovered this soft padding-like stuff and it just fell out as I was pulling and bending the plastic shield.

What is this stuff and how does it go back on? It's definitely not foam. I cant find anything online about it. I like to put my cars back exactly how they were before I took them apart lol.

Is this stuff some type of insulation? Is it glued to the splash shield? There was a piece that fell out onto the ground and a piece is still on the splash shield

Keep in mind that I actually never fully removed the shield..

No there is like some weird cloth/foam material behind the wheel well liners. Its just for sound deadening. You can just glue it back on.

Yeah... it's cloth type stuff. Is there just one piece on the liner? Or is there more? Does anyone if this padding attaches to anything else in there other than the fender liner? One piece fell out and there was still something hanging attached to the liner. I guess it's time to get the hot glue gun out.

I feel that it is just there to add mass and reduce vibration at highway speeds.
