This is Virginia, not PA....I've lived in Virginia for 10+ years and it used to be a requirement for military to have a Virginia inspection prior to getting a DoD decal. In order to get your car registered in Virginia and get tags, you need an inspection sticker. You can do this while the out of state tags are on the car.
I just called a random place, 757-595-1256, that does inspections and asked you can....

Here's where confusion is setting in.

I can still keep Utah tags, but I have to have the cars tested in VA. Utah will accept the testing from VA. However, if VA says I failed due to tint will Utah still pass me. That is the question. Another concern is that for the first 5 years Utah requires that cars only get safety and emissions done every other year. Since the 06 tested this year I don't have to do it again until 2010. However, I would still have to pay property tax, registration, etc. for 2009 and get my new tags.

My other concern is that VA is using certain laws that only apply to VA residents (based on the laws themselves) on non-residents such as vehicle equipment tests. VA has also told me that I am required to register as a resident while both Utah and the Feds say otherwise. My wifes recruiter just stated that the some act from 1993 for sailors and soldiers says I don't have to due to dependants status with my wife. I'm going to look into that more. I'm also going to talk to my in-laws who live in Chesapeake and work for the government, and are retired Navy, for their help. I feel like I'm being pulled in 2 different directions. Utah and feds saying one thing, VA saying another. I may just call my attorney and get some word on this too.

The counties listed are up north. If I am reading it right, you don't have to do anything except check boxes and send it back.

this option
Section 1 - Safety Inspection - This vehicle is temporarily in a state shown in Section 1A on the reverse of this form. If so, you must obtain and enclose a certificate of safety inspection, or equivalent, from the state where the vehicle is located. Keep a copy of the certificate in your vehicle.

Section 2 - Emissions Inspection - When in Utah, I am a resident of Davis, Salt Lake, Utah, or Weber County and this vehicle is not located in a city, county, or state area shown in Section 2A - on the reverse side of this form. I affirm and agree that I will have the vehicle tested for emissions and will submit proof of the emissions inspection to the Department of Health in the county in which I reside within 10 days after the “return to
Utah" date shown above.

DAAAMN!!! the roads are all packed to **** tonight!! i went to the dealer to get my hard tags and sign over the leballin title and it took me 3 hours to get down there!! the they stopped traffic 664 by the tunnel on the way back!! i just now got home fomr that..

Thanks Doc. I already saw those. The safety inspection is required. The emissions test is not. The inspection list is to the left of the list you were referring to. That list is for emissions.

I just found out that my sis did, in fact, get passed on safety in VA. She is currently stationed at Portsmouth and has a red 1st gen Durango with Utah tags. I'm starting to worry less.

there was a lot of traffic @ 11:30 when i got out of walmart and headed to the interstate. with fathers' day sunday and high school graduations going on this weekend, its going to be a mess!

lol walmart is ALWAYS packed at 11:30. jenny and i went on a midnight snack run and it was packed to **** ha ha!!! we were like WTF!!! only 1 rregister on each end open and ever other person is just cleaning theres off. with no self check-out open.

fixed it! there was a break in the rain. FYI: butane pen torches are useless for soldering but can definitely melt **** fast.

I ended up cutting the wiring harness at the connector for the headlight, and hard wiring my headlight into the power/ground wires. The connector's metal prongs (female ends connector) were both broken. How does that happen???? Electrical tape ftw.

I love the Mater truck he was there last year. I like the orange truck with the Twin Towers too, that's very nice. Sorry we never made it by, but we didn't get back from Virginia Beach until about 3pm.

well i had an interesting night. met 3 SS drivers in the area. a black S/C stage 2. a Blue Stage 2. and a sport tint red T/C. i saw that guy on the base earlier yesterday. and he tried to race the guy with the black stage 2. and he said he stayed even. he wanted to race the blue S/C and boasted a ten car length. i chuckled... the other guy who was his friend proceeded to put him in his place saying no way. i got the blue s/C guys number though. his name is Jeremy. cool guy.

supposedly, the ecu will allow the car to run more boost after 2-3k miles. Some kind of a nanny feature. So if you aren't impressed yet, give it some time.

ha ha how much more boost? im at 2200 miles now... the guy with the T/C claimed that the "competitive mode" feature gives u a 15 HP gain by turning it on. i dont know if this is true or not. cause i havent fucked with Launch control or Competitive mode. soo i cant verify this or bust this myth
