If the little filler neck is losing coolant, it's the intercooler system that is leaking. This will also happen if the pump is dead, it will always seem low after being run for a while. The pump is most likely bad, they tend to go out after a year or two and if it's been on there a while it's done.

Also after you top the fluid off, with the engine running you should see the fluid moving. If it isnt lay down under the car and hit the black pump under the front of the engine with a hammer. That might get the pump to work again for as little as a few minutes to maybe a few months.
