Intense 3" pulley ring= 30 shipped. I know this may be a dumb question but i'm new to this so i'm going to ask. I will have to get a new belt to run the 3" pulley right? If so can i pick this up at a GM dealer?

You dont need a smaller belt to run the 3" pulley. I am running the stock belt on a 2.8" pulley with no slippage. You can buy the belt if you want but it is not needed.
