Gimp is similar to Photoshop, except it's free. I just made a copy of the front and rear wheels along with a portion of their respective fenders. Then I "shrink" the car itself by scaling the width of the picture, drop the wheels back in place and blend the fender. Generally just adjust for aspect, lighting and adding door lines and what-not.
