Of those two, I vote A.
I suggest you try opening up two copies of the picture, change one to black and white with slightly softened contrast, add a 1% color tint, and make it layered. Then go to the other picture, make it slightly sharper after accents and touchup, and paste it to a layer in the first. Finally, erase everything but the car from the colored layer.
If you want to get fancier, use the car layer for the third layer. Make the second have the default sharpness, but wash out 50~75% of the color. Paste that in and erase everything from that layer except the few items you want to have slightly higher contrast and color on. Don't forget to erase the car or at least the outer part of it since it will be covered by the final layer.
