5-6 PSI Max on WOT, NO CEL

I have read all of the different threads around the forum and none of the cases are like mine. I have no check engine light and the car is limited to 5-6 psi. However, if i plug a couple vacuum lines i get full boost. I have tested my actuator and it works. I did have a CEL before for my Supercharger bypass valve solenoid and i replaced it and the CEL went away and i thought that would fix the problem and it didnt. I do not have a slipping belt cause i still get full boost with plugged vacuum line, which also means i dont have a boost leak. I am at a loss here, any help here would be appreciated. What would cause the computer to go into an "abuse mode" or not allow boost? Ty in advanced

Edit: I have unplugged the battery for like 30 min to clear everything. Problem still there after.

unhook the vacuum line coming from the intake manifold going to the bypass solenoid and plug it that's how you fix it
