Blower Surge...

When its cold outside and my rpms are dropping they will drop to 500 then bounce to 1200 and back down and up about 2 ta 3 times...anyone have any clues?????? help me out! Thanks

i had this for almost 2 years, i cleaned my throttle body and it was gone
