Boost capping at 40kpa randomly

I have a trifecta tune in my 09 Cobalt ss tc and when I'm driving with it off I usually get around 80-100kpa but sometimes randomly it will cap at around 40-50kpa even if I hammer on it I usually just keep driving for a while and it fixes itself it has happened to me when the car is hot and it has happened when first starting it in the morning I'm wondering if this is normal or do I have something broken

NEVER get into boost on a Cobalt turbo until the motor is at operating temp. I'm guessing it has a trifecta tune on it? Never heard of the other one.

I don't believe it's the temp because it will do it at any random time. I had it happen after driving my car for about a half hour the other day
