Boost problem

I have a 2006 cobalt ss sc and I'm having a boost issue. I replaced fuel filter and plugs . I'm only pushing 9-10 lbs wot. The car feels sluggish wot until I reach around 4k rpm. Can you guys help figure it out . Thank

you replaced the plugs and fuel filter after you realized the boost was a little lower than normal or it started happening after you did plugs and filter?

Not trying to sound like a dick, but you used the correct heat range plug and gapped them correctly?

It's all good man but yes and I gapped them at .35

Make sure you don't have a plugged air filter or a leak at the IM gasket or the blower to IM
