Is your starter/soloniod wet? did you Drive through a puddle?
You have a short somewhere, possible the solonid itself is bad, or some wire has rubed through the insulation and is contacting the frame or another wire. Id have to look at a schematic of the system to tell you where to test ect.

Is it the 20 amp IP IGN fuse that you are blowing.
You must have a short somewhere, check the wire bundle running from the fuse box to the fire wall concentrate your efforts at any place the bundle may rub on metal.( that fuse feeds a pink wire from the C5 connector)
That particular wire goes to the bcm and feeds the wipers, airbag power steering and hvac fuses in the bcm.
You could try pulling all those fuses if you don't find a short to ground and replace the ip ign fuse under the good and then replace one of those fuse at a time while checking the main one(ip ign 20 amp).
But fuse are meant to protect what's down stream from them so I think you should find a spot rubbed bar and shorting to ground in the engine compartment
