Cooling fans on high all the time

Hey guys, having cooling fan issues where they are on high as soon as I start the car, and after I shut the car off for about 10 seconds.

I found a couple diagrams online And im looking for assistance, Ive added my HPT tune If anyone wants to take a look and see if there is anything unusual in the tune.

now to test for a faulty PCM I could test from pin 10 for continuity to ground to see if the Ecu has been shorted?

Well, It's not a faulty PCM that's good. Anyone know how to test the AC pressure sensor, Could I do it in HPTUNERS?
