E-Brake not working?

So my E-Brake is no longer working well. I guess it's loose or something but there is not as much tension on it and if im on a hill going up, the e-brake will not hold the car and it will roll backwards slowly. is this an easy fix or more advanced? and if i were to have it done by a shop, would it be an expensive job? any help would be great. thanks!

Year and make of Cobalt? If it's an 08+ SS/TC you might want to check those brake pads (inbound and outbound).

I have an 05 ss/sc. the ebrake used to be fine but one day i yanked it up and all the tension went away. i mean do you think its as easy as tightening a cable?

Could be, perhaps you stretched it if you yanked it up too hard or if the cable simply gave way as a result of age. How many clicks does it make until you can't pull it up anymore?

well since there's no tension the brake goes up pretty much as far as it can go. idk how many clicks that is but im assuming its all of them lol.

You can pull your console out and inspect the cable that far and see if there's any fraying or if the latching mechanism may have let go. Sounds to me like it's either snapped, severely stretched, unlatched or in major need of an adjustment.
