i figured it out.. my rear o2 sensor was bad.. bought the front and rear ones from Auto Parts Warehouse | Car Parts, Truck Parts & Auto Body Parts Online - Free Shipping on most Auto Accessories & Performance Parts – AutoPartsWarehouse .. Great customer service, fast shipping, and the cheapest prices i found online.. the dealership wanted 100 for the front o2 and 146 for the rear.. i paid 40 for the front and like 42 for the rear and they fit perfectly.

Did you figure out what the upstream mv was supposed to be at?
How did you figure it was the rear o2 when you replaced both?

The mv are supposed to go from lean to rich back and forth when the car idles. basically, the o2 sensor produces about 1 volt of power(max) and the mv reading reflects whether its rich or lean (low mv = lean, high mv= rich)... so in normal operation its supposed to go between .001 mv up to .99 mv or 1 volt.. I hooked up my car to a scan computer and it was showing the mv for the front and rear.. front was fluctuating normally but the rear was stuck at .300 mv which means the sensor is no good. I went ahead and replaced both since they were not too expensive and i figured i might as well change em to improve my gas mileage.

Thanks for the explanation.
Did you use a better than average code scanner to read the voltages?
