Exclamation L61 timing issue need HELP!

this is a fresh from the machine shop engine. all new timing components and camshafts.
engine is at TDC and timed. the problem I think is that cylinder #4 in at the firing stage and #1 is starting to open. According to my books and AllData this is exactly backwards. I found a service PDF from a group in Australia (Z22SE engine same as L61) and the procedure has you setting cylinder#4 to TDC compression, then everything else is as normal.

All my marks are in the correct place. I hooked up some air and it is escaping from the valves on Cyl#1 Cyl#4 is sealed up tight.

I have been searching every forum and blip I could find on the internet with no luck. I'm hoping someone else that has done this a few times can give some pointers if needed.

okay done, cyl#1 is now at TDC compression. the interesting thing is that the cam gears are at 10-2 but marked opposite. intake cam-exhaust triangle at 2, exhaust cam-diamond at 10. of course all the links are mixed up now, lol. turning it over everything was near silent. Dumb question both of the cam gears are identical right? that way theres no way to put them on reversed.
