Here's my initial thoughts:

Pre-turbo oil means your PCV check valve is likely shot. The hose that goes from the intake to the valve cover/head just after the airbox is the fresh air inlet and it has a valve to make sure flow is only going INTO the head.

I'm thinking your massive coolant burn could possibly be from the old turbo. After you replaced it, did you bleed properly? An air bubble could cause a temporary high temperature. Opening the reservoir is NOT the proper thing to do, as you've experienced. The decrease in pressure causes the coolant to flash-boil. The boiling like that is not indicative of an engine problem, just a result of opening the system with high temps.

Thanks for the reply. I did not bleed the system, I did not realize the coolant reservoir is lower than the valve cover, I am used to the redline/cobalt having the reservoir highest. I believe that may be the reason for my overheating.

No shaft play on the new turbo and the fact that it is new makes me deny the turbo is bad. I do believe the coolant in the exhaust is probably still left from the old turbocharger. When I replaced it, the entire exhaust was coated with coolant.

So, I will be replacing the PCV valve in the intake and the check valve. I have a question though, the check valve, GM does not recognize it as a check valve. Since, I just called them asking. This piece is the one that connects to the intake post maf and pre turbo right? They gave me the part number 12589440.

Now, is there any PCV plumbing that goes to the cold side charge piping? Right prior to the intercooler? It was weird location that the oil was coming out of, since the hot side charge piping looked pretty clean.

Also, I was wondering, is it possible to just clean everything, including the pcv parts and simply reinsert them? Perhaps oil is choking them.

The previous owner didn't replace the oil very often, if at all... Every oil fitting and line had oil sludge in it. If the pcv has the same sludge, I could only imagine they wouldn't work.

I'm sure you can clean all of the hoses. However, one of the lines on the head is impossible to remove without destroying it.

Much of the PCV workings are in the head and valve cover (orifices, oil condensate fins) so you'd need to at least remove the VC and clean that thoroughly.

That valve 12589440 is the valve that goes in the IM. That is one of the outlets. It mates to a hole in the head so there are no lines for that one. There is a different valve on the line going to the intake, but i think that one they sell as a combo valve and line together.

They're both check valves in that their only function is to prevent flow in the wrong direction. They're not traditional PCV valves, the system relies on pressure differentials and orifices for that.

Woops, I know that one is the piece that gets inserted into the intake manifold, I accidentally put up the wrong part number. They gave 280876185 for the piece that connects to the vc. Taking the vc off is nothing. Can a check valve even go bad? Usually they just get plugged don't they? I need to clean everything and see what happens.

Somethings wrong with the head. Id wish blown head gasket, but it looks like maybe cracked head.
