Needles drop then set after startup...

the last two times I've started my car (after the engine turns over) the cluster needles drop past the "0" mark then like 3 seconds later reset to where they should be, and there's also a weird "CLICK" sound up front somewhere when this happens.

After the needles re set though everything's fine...

any thoughts?
