Unhappy Power problems need help DESPERATE

OK so here goes and bear with me for a min. 2006 Cobalt SS/SC no mods ~85000 miles.

So been having issues just recently with power. During acceleration boost guage reads as normal and the pressure is there but the car lacks the normal power almost feels sluggish. No CEL. As boost rises I noticed a noise that changes pitch, not the super charger. Took it to my mechanic and he took looked over the whole block. Nothing mechanical with the block. He is pretty good and he knows the engine well as I have already dealt with the crappy timing chain snapping and messing up the whole thing requiring a rebuild. That was about 2 years ago and 20k miles.

He had the car roughly a week going thru everything on the block he could think of making sure it wasnt the chain, tensioners and other items. He test drove to get an idea of what I had told him about. On the lift he could run it fine and noticed no problems and only noticed the problem while the car was under load. Hooked up the cpu and no codes showed up. He drove it hard on a test drive and CEL finally came on and car went into safe mode. 2 power cycles later CEL off and car back in normal mode.

Codes from when the CEL was on are
p0068
p1182
p0300
p0101

He is thinking electrical at this point but has got himself behind on other jobs and needs to get caught up on his work as he is out of ideas.
Any ideas. Im desperate.

It is one of 4 things:

SCIP sensor
Throttle body
Gas pedal (tps)
PCM

I have seen this on three other balts and a combination of parts is often required to correct

Just talked to my mechanic this morning and with the throttle body assembly and the gas pedal tps doesn't explain the noise under boost. Going to start checking electrical. PCM and scip. Maybe take it to the dealer for a diagnostic see what they say.
