Problem?

I have a 05 Cobalt LS with the 2.2L. My check engine light is on and has been for sometime. I live in NY so in order for me to get my inspection done I can not have the light on or it fails with pluged into the OBD port. This is my problem and what steps i have done so far. What do you guys think it is:

I have the 2.2L and my light is on for the code "Coolant temp below nomarl opperating temp".

I have changed the coolnet temp sensor and that did not fix the problem. I was next going to change the thromstat. After that I can't think of what the problem is. Anyone have a idea? Below is my list of mods done:

Homemade 3" intake (still has the mass air flow sensor in it)
2.4L intake manafold
Throttle body spacer
SS headrer
3" downpipe with cat
Tenzo cat back

^^^^ Yep

If the sensor was gone you would get no temperature readout, thermostat stuck open will get the low temp message.
