That would be due to your wheels spinning when you are coming off of the top of the bump. How much tread do you have on your tires? And what is going around 30 mpg?

rotational tires on the wrong way. what does this mean

how do i know the correct pressure for my new wider tires i have them at 30

was that a bad thing to do by getting a slightly wider tire

Sounds like a bad or blown strut,When mine was gone on my old car the car would wobble sort of while taking the corner at speed.
Probabley on the side you hear doing the chirping going down the alley.

And another thing are your wheels on tight. With the alumminum rims I found it to best to torque them drive around for a bit a retorque them again.( always found I could move the lug nuts again.

Some tires are made to be put on either the inside or outside of the rim. The max psi should be on the side of the tire and so should the direction in which they should be mounted. I would post the tire size and maybe someone with that size rim could tell you whether they think they are too wide or not.
