my fuse keeps blow each time i turn on the light

Some where its either not connected correct, its grounding out or touching something to cause it to short.

Could be a cut or worn wire grounding out or a connection grounding out, trace your wires out and chech for cracks, disconnect the battery and/or fuse don't need someone electricuting themselves.
I wouldn't think a bad ballast would cause the fuse to blow. Also we need more info on your HID set up to help any further, there isn't a standard HID setup for cobalts
