Removing Licence Plate Bracket

Hey, i am in the process of doing eyelids and painting the front chevy badge, and while the paint dries i was going to take the front licence plate bracket off. To my surprise, it's not simple. I too the plate off it and the things holding the bracket to the bumper almost seem like pins, and not screws. Anyone know how to do this? Seems like it should be simple, which is probable why i didnt find anything in while searching

Well, i drilled through until the heads fell off. The rest fell into the bumper. I guess i'll just wait until that falls out when driving
