Starter issue/ ignition related?

Recently my GF's car has been starting incorrectly. It will start turning over and then stop. Then turn ignition again and it will start. The problem is intermittent. Her car is up for the ignition recall. The ignition has recently not wanting to release key when turned off. Have to push the gear lever in park a little bit more and it will come out.
Anyone think that the starter suddenly stopping could be a result of power loss due to faulty ignition?
Thanks for replies

Instead of repeatedly shifting out of park and back into park, there is a little access panel on the bottom of the shroud around the steering column. Pop the little panel off and you can get your finger in there to push the plunger and release the key.
