Does anyone know if there is an easy way to disable the passlock system on an 05 cobalt?

a friend of mine is trying to help someone who doesn't have alot of money.

1 out of every ten turns of the key disables the car for 10 minutes. a problem when you're on a schedule or have kids. She wants to fix the issues without spending an arm and a leg.

is there an easy way?
