Trouble Starting the car

Hello Everyone, I got a 2010 cobalt lnf ss that wants to start randomly. I tried changing the starter to another I had around and I thought it fixed it as it started up every time yesterday. However, today it did not want to start immediately. It did start eventually when I held the key on for like 20 seconds but this has not been a reliable method. I thought I cleaned up all the ground connections, but perhaps I missed one. Does anyone have a photo of where they all are? Any other ideas would be appreciated. I had 10.9v to the starter yesterday to the one terminal before I changed it, none on the other when I went to start it.

You need more bolts than that, check the battery.

Did you get the battery inspected before replacing the starter? I'd bet a failing battery to be the issue long before a bad starter.

I had tested it with my charger. Im getting 12.27 at the battery and at the starter terminal. I drove it all yesterday so likely charged the battery. Going to take off the headlight to clean up the one ground underneath. It doesnt click the starter at all so im thinking a signal issue perhaps. What should the plug going in the starter read while trying to start?

Well the ground was rusty but it didnt fix the issue. Still wont start sometimes.

Check the starter relay

So i finally got it to set some codes. p0689, apparently a p0615 starter relay circuit was in history. I did swap some of the relays around with the fan. I also have p0036 h02s heater control circuit as the rear o2 arent hooked up. I had checked the DTC before and it was the only code. Cant find much on these codes. The p0689 is pending.
