Turbo Flutter- 5PSI

This is the second time this is happening to me. I have bad turbo flutter whenever I shift and my boost only goes up to 5 psi. The first time I took it in to the dealer, they said I had a small hole in the bottom of my charge piping. They replaced it and it was running fine for about 6 or 7 months. Now the same problem is back. Anyone else have other suggestions on what could possibly be causing this?

check yourself to see if theres a hole in your piping or intercooler, are you in limp mode or showin a CEL or anything?

im pretty new to this. It hasnt thrown any codes, and what does limp mode mean?

It basically means that the computer has detected a problem and reduces the engines power so that it can't damage itself.
