So how do you fix this?

I was driving on the highway and got behind a dump truck and next thing I know I'm hearing pebbles hitting my car and this is what happened to my front bumper. Fix suggestions?

How I'd attack it?

Color-match touch up paint > Allow to cure > Wet-sand flush with fine grit sandpaper > Polish out with rotary polisher using first a compound, then a polish, and possibly a finishing polish if further refining is needed.

That should get it to the point where you can't even see it, although you need the correct tools to do it, or else it will just come out looking wrong
