Water Runs Won't Come Off...
I'm surprised nobody has stated this, so i will.
What degree temperature are you at? if it(your hood) is hot, and your doing it out in the sun, water tends to dry faster.
Ive always sprayed down the entire car (hood first), then washed the rest of the car before the hood...then i immediately dried the car while in the washing bay, or in shade...
Use a chammy..thats #1.
From the picture you posted, it almost looks like dirt.
I rarely used the brush scrubbers (from say a self wash stall)...if your that worried, scrub the **** out of your hood, and other visuals (hood/bumper, doors, bumper)...i rarely worry about the roof/sideskirts.

Do you beleive in chammy's that much? Of coarse they are amazingly absorbant and help to dry quickly but they do still have the possibilty of draging dirt. You don't want that especially on a black car.

You may want to try some meguires paint cleaner. It is the first step in their three part system i believe. I have really hard water here and it doesnt matter if i use a chammy to dry or not, always leaves those horrid little marks. Woo first post in here lmao
Should go over the car with a de-waxer make sure its clean before you wax it again.
And I'm not sure why some of you hate Turtle Wax Ice, I use that all the time and I get no problems and I think it looks great. To each his own i guess.

"Ice" might be okay but i've tried it once on my chevelle, Black and a very dark blue two tone. Didn't work so great, Miguires Gold gave me better results. I had a buddy who used it a lil more than me and said it worked good on his moms lightning (light silver) but on his Sonoma(black) it didn't do so hot. He stayed with Black Magic and Miguiers too. IMO the lighter colors probaly hide or give the appearance it works better that on a darker car where everything shows.
One plus to "Ice" is that, i heard it doesn't leave white residue on seals and plastic. (not to sure as my chevelle is all metal.
I used Ice on my last car, a dark green metallic Grand Am and I got fantastic results. And no it doesnt leave any white residue cause its clear and you can use it on any trim and lights just not on glass.

2) Nu Finish liquid wax
Buy a new wash mit, and either buy a new chamoise (chammy) or clean yours out, just add a small amount of dish soap to a bucket HOT water, let it sit for a while, then rinse and let soak in more hot water for at least an hour.
When washing your car and it comes time to dry, keep a bucket of hot water with you, as hot as you can stand to put your hands in, when your wring (I don't even no if thats a word) out the chammy, dunk it in the hot water after and wring again, this will help to lift any dirt/grease that gets caught up in it.
I'd say it looks like oil on your car, but given the time of year, pollen or tree sap/wax would be a safer bet. A good finishing compund should lift it off, and wax will restore the shine after, just make sure what ever you use is clear coat safe.
Oh Yeah- if you know what your doing with a buffer, use it, if not DON'T, you'll take the paint right off if you are not carefull
