Clunking noise when turning

I have this problem and maven said it might be the spring plate and bearing not being installed properly

the plate allows the spring to rotate so that when you turn its smooth and not like clunk clunk

It's also just a recent thing, so I don't it's from something being installed improperly.

Also, it's only one "clunk" when you turn the wheel, it's not a constant clunk the entire turn.
