I'd strongly recommend Pedders springs + SS T/C shocks.

I've ridden in a car with that setup, as well as one with Pedders coilovers, and the difference is negligible unless you need the adjustability coilovers offer. To be honest once you've got them dialed in you'll probably leave them at that setting for a long time anyway.

If you just want to drop your car as low as possible, its going to ride rough no matter what you do. Even with the best coilover setup, it will never be as smooth as stock height because there is less distance for the shock to travel.

I'm running Pedders springs + worn stock SS S/C shocks and it isn't half bad.

I rode in a cobalt with Megan Racing coilovers and was actually impressed at how soft it actually is. Then when he turned them to stiff to show me it really reduced body roll and really stuck to the ground. For $900 he loves them and I was surprised.
