So I've done a little research on this issue a couple times now and have learned some new info that I needed to post. When Eibach first released their Pro-Kit and Sport-Line springs for the Cobalt, they didn't release an alignment kit with it. I called Eibach, and they told me directly at the time the factory alignment adjustablility of the Cobalt was enough that a kit wasn't needed.
So, thinking I was properly armed with the knowledge of the manufacturer, I would always jump into threads about this topic and tell people how they don't need a kit for Eibach springs on our cars.
Lately, I've been seeing some people advertising an Eibach Alignment kit (like J-Body Performance) and it immediately got my attention. I thought it might have been a scam part, so I looked into it again today.
I started with a call to Eibach again, who again told me that they don't make a kit for our car and didn't think one was necessary. However, he then gave me a phone number for Specialty Performance, and said they do some sub-contracting work for them with their alignment products. So I gave them a call.
Well sure enough, they are making the part that I have seen being advertised. They claim it is in fact a necessary kit for the Cobalt, and that they make it specifically for Eibach. So there appears to be a little bit of conflicting information out there.
So what I make of it is this; Our cars need the kit. Eibach simply hasn't updated their product catalogs yet to show the part, and Speciality Performance is in fact making it not for themselves, but for Eibach.

The front is a camber adjuster. The rear is for both camber and toe.
Yes it can be done after the fact. You should always do an alignment if you change springs. If you haven't done that yet, get the kit, and supply it to the shop that will do your alignment.
No word on anything having to do with struts or shocks.

These kits are needed when your alignment is accomplished. OR... at least that is what I am now learning. Like I said, originally I was told by Eibach that a kit wouldn't be necessary. I haven't installed my springs yet, but I went ahead and got the kits anyway so I have them incase they are necessary. Here they are...
First, this is the front axle kit:
You get 2 bolts per box. One for each front wheel. I didn't know that at the time, which is why I have two boxes. One will be getting returned.
Here is the rear kit:
You only get one of these per box (makes perfect sense, right?) This is quite an ingenious little device. It's a like a slide ruler, the inner circle spins and lines up with the outer circle to give you the desired amount of bevel. The instructions come with a chart that gives you where to set the dial, then you just cut out the tabs as needed to accomodate the mounting bolts.
The instructions did not have a template for the Delta platform car, only the J-body. I called Speciality and they said it would be the same, but I wouldn't cut out the tabs until I actually have the wheel off the car and check.

71400 is a single set with several different single pieces of shim in different bevels. 75400 (pictured above) is a single piece that you can adjust to any degree of bevel. They both do the same job, just in different ways. You only need one or the other, not both.
