how do I know when?

So how do i know if I need new rotors? I have noticed lately that when im on the highway and I go to hit the brake as soon as i hit the brake it feels like the steering wheel is shaking.
I have less than 10000km on the car. I also noticed that the front rotors are not smooth like the rear rotors.

Any Ideas as to what is going on?

the rotors may need to be machined, when the pads go, its a measurement call, sometimes they can be machined, sometimes they need to be replaced.

First I would try is doing a lot more smooth braking. Don't do any hard braking for a week or two. Sometimes the vibration goes away. Mine has come and gone over 2 and a half years. If it doesn't go away, then I would upgrade to better brakes and pads. It's a world of difference.

So if i do need rotors and pads replaced its not still under warranty is it? Can I argue that because the car only has less than 10000km on it?
and if they do replace it under warranty is there anything better than stock that gm has for rotors and pads?

you are going to have to convert it to metric, pads and rotors are covered under 12mo/12,000 mi
