Power stop rotors smaller? ss/tc

I just ordered a set of power stop brake rotors that are said to fit my cobalt year, make, model, and trim.. But comparing the size (diameter) of the of the rotor the power stop rotor is smaller than the stock rotor.. Is this normal? I feel like its not right at all.. Any input would be appreciated.

If the new one doesn't match the old, it's wrong.

ok thanks guys, I'm sending them back.. they fit the lug pattern.. but weren't the same diameter.. I didn't wanna screw anything up by trying it.. I knew it didn't seem right! anyone have any recommendations on affordable brakes that I can stick on my car.. I had only paid $85 for this kit.. I would be willing to pay more.. but I don't want to spend like $200 on a set.. looking for 2 new rotors and all four pads.. thanks!
