Quick Rotor Installation Question

Ok, so the old rotors had 2 circles that went around the threaded area the lug nuts go on. These held on the OEM rotors but I had to rip them off to put on the new rotors. Do I have to replace these or can I just not use them?

I think they are just so they do not fall off before the wheels are put on at the factory.
