Fixed it, someone told me to take it off with the impact then back on and it worked.

Ha! There ya go man!

I couldnt get my top strut nuts tight, then I drove the car around for a little while and then hit them with the impact and they snugged right up

Try some Poly exhaust hangers, maybe they won't let it hang quite as low.
