Whats the proper way of tightening rear axle beam?

Whats the proper way of tightening rear axle beam?

I'm asking because I had to loosen the rear axle beam bolts so I could install lowering springs.
Correct me if I'm wrong but is it, to tighten the bolts to 66 ft lbs while the car is on the ground? Right now those big rubber bushings squeak like a bitch!

Rubber bushings need to be tightened at ride height.

For future reference, just push down on the beam to remove the springs (with the shocks and brake line brackets disconnected, obviously).

Oh we pushed and pulled, still didn't drop enough. Do you know the torque specs for that bolt?
