Looking for a tuner in Eastern Illinois (Kane County, McHenery County)

Hey guys quick questions. Looking for someone to street tune my 06' SC near Crystal Lake/Algonquin area. I would be happy to drive an hour or so if need be. It currently has the ZZP Stage 3 canned tune. I'm really leaning towards a street tune since I can't really drop 500 on a dyno tune.

Car has 2.8 pulley, 60's, FMHE, and airbox mod.
SO with all that in mind,

1. Do I need to get a wide band installed for my tuner? (Do people ever just shove one in the tail pipe?)
2. What could I expect to pay a member for a tuning session?
3. Should I wait till I buy a header/DP to even worry about a tune? (Is my canned tune holding me back much?) I guess cost of tune will determine this...

Bonus question:

I'm seeing 18lbs of boost. Header down pipe would definitely let it flow better. Should that be my next step?

You will need a wideband, you can get a portable LM1 that goes in the tailpipe but it's better to have one up near the manifold.
