Yes they do. Ever see a car with blown shocks before, how low they sit? Regardless of the spring. The two work together to control the ride height and rate of movement and travel in the suspension.

Yeh more then likely, havent seen too many cobalt guys running H&R springs. IMO they are the best on the market. Every set of H&R springs I have owned have been absolutely awesome ride quality.
