How do you determine the proper offset?

I have an 08LT and I want to put 18x8 or 18x8.5
How do I determine what offset I would need to fit these?
What's the widest tire you've seen on a cobalt?
I also plan to lower my car w/Eibach Sportlines...how much will that affect my clearance?

The offset allowed on these cars is 35-42 mm. It should say what offset the wheel is when your looking to buy it.

The widest tire you could put on a Cobalt before modification is 245 I believe. I know 235 fits fine for sure.

With that wide of a wheel, you're going to have to push the wheel out a little bit to the outside......meaning that you would need to run at least a 35mm offset. American Racing "Rogue" wheels are 18x8.5 and their offset is 35mm......there's a blue SS on here that has them.
