Tie-Rods

If my front passenger tie rod is bent, can that cause bump steer? cause my car has been doing that a lot lately, and my shop mentioned something about that before i got the new rims, and when they put them on i got it inspected and I thought they fixed it, but it seems to take hardy any dis-figuration of asphalt to make my wheels turn a direction i don't want to go. Specially with my bigger wheels.
